1. Purpose and Scope
This document sets out the Anti-Money Laundering (AML) and Know Your Customer (KYC) Policy applicable to Club Regent Casino. The policy defines the obligations of the company and its customers regarding identity verification, customer due diligence, transaction monitoring, and the reporting of suspicious activity.
The policy applies to all accounts registered with Club Regent Casino and governs all transactions conducted through the platform. It is designed to ensure compliance with applicable Canadian federal and provincial legislation, including the Proceeds of Crime (Money Laundering) and Terrorist Financing Act (PCMLTFA) and guidance issued by the Financial Transactions and Reports Analysis Centre of Canada (FINTRAC).
2. Legal Framework
Club Regent Casino operates within the following regulatory framework:
Federal level: The PCMLTFA and associated regulations administered by FINTRAC establish baseline AML and KYC obligations for casino and betting operators in Canada. FINTRAC issues guidance on money laundering and terrorist financing indicators specific to casinos, which is incorporated into internal compliance procedures.
Provincial level: Applicable provincial gaming regulations and oversight bodies impose additional requirements on operators. Club Regent Casino complies with the requirements of the relevant provincial regulator in the jurisdiction in which it operates.
Club Regent Casino has appointed a Money Laundering Reporting Officer (MLRO) responsible for the internal AML compliance program, including oversight of KYC procedures, transaction monitoring, staff training, and the filing of reports with FINTRAC where required.
3. Customer Identification and Verification
3.1 Identity Verification Requirements
All customers are required to provide accurate and complete identity information at the time of account registration. Club Regent Casino will verify the identity of each customer before permitting participation in gaming activity or the processing of high-value transactions.
Acceptable identity documents include government-issued photo identification. Customers may be required to provide:
- Full legal name
- Date of birth
- Residential address
- Government-issued identification document number and issuing authority
Verification may be conducted through document review, digital identity verification tools, or biometric liveness checks where applicable. Club Regent Casino may use automated identity verification systems to process and authenticate submitted documents.
3.2 Age Verification
Club Regent Casino does not permit access to gaming services by persons below the minimum legal gambling age applicable in the relevant Canadian province. Age verification is conducted as part of the standard KYC process at account registration. Accounts where age cannot be confirmed will be suspended pending verification.
3.3 Verification Thresholds
In accordance with applicable regulatory requirements, enhanced identity verification and source of funds documentation may be required for transactions meeting or exceeding defined thresholds. Customers conducting large cash transactions or buy-ins may be required to complete a source of funds declaration and provide supporting documentation before the transaction is processed.
4. Customer Due Diligence
4.1 Standard Due Diligence
Standard due diligence measures apply to all customers. This includes the collection and verification of identity information, assessment of the customer’s risk profile, and ongoing monitoring of account activity.
4.2 Enhanced Due Diligence
Enhanced due diligence is applied to customers classified as high risk. Risk classification is based on factors including, but not limited to:
- Transaction volume and frequency
- Betting behavior and patterns
- Country of residence or nationality
- Status as a politically exposed person (PEP)
- Adverse media or law enforcement information
Customers classified as high risk, including VIP and high-value players, are subject to Source of Funds (SOF) and Source of Wealth (SOW) checks. Supporting documentation such as bank statements, payslips, tax records, or business ownership documents may be requested. Transactions for high-risk customers will not be processed until satisfactory documentation has been received and reviewed.
4.3 Ongoing Monitoring
Customer due diligence continues throughout the customer relationship. Club Regent Casino conducts ongoing monitoring of customer accounts and transactions. Risk classifications are reviewed periodically and may be updated where changes in behavior or circumstances are identified.
5. Transaction Monitoring and Suspicious Activity
Club Regent Casino operates automated transaction monitoring systems to detect patterns and behaviors associated with money laundering or terrorist financing. The following behaviors are treated as indicators requiring review and potential escalation:
- Circular patterns of deposits and withdrawals with no corresponding gaming activity
- Large deposits followed by withdrawal requests that exceed gaming winnings
- Multiple below-threshold transactions conducted in a short period across one or more accounts
- Inconsistent deposit and withdrawal methods
- Use of multiple accounts by the same individual
- Provision of false, altered, or mismatched identity documentation
- Requests to transfer funds to third-party accounts or to high-risk jurisdictions
- Transactions inconsistent with a customer’s stated financial profile or occupation
Where suspicious activity is identified, the MLRO will assess the matter and determine whether a Suspicious Transaction Report (STR) or other report must be filed with FINTRAC in accordance with applicable law.
6. Record Keeping
Club Regent Casino retains KYC documentation and transaction records for at least the minimum period required under applicable Canadian AML legislation. Records are stored securely and are made available to regulatory authorities upon lawful request.
7. Customer Obligations
Customers of Club Regent Casino are required to:
- Provide accurate, complete, and current identity information at registration and upon request
- Submit requested documentation within the timeframe specified by the platform
- Notify Club Regent Casino of any material changes to personal or financial circumstances that may affect the customer’s risk profile
- Cooperate with verification and due diligence procedures
Failure to comply with verification requests will result in the suspension or closure of the account and may result in the withholding of funds pending regulatory review.
8. Account Restrictions
Club Regent Casino may restrict, suspend, or close any account where:
- Identity verification cannot be completed to the required standard
- Documentation provided is suspected to be false, forged, or incomplete
- Transaction patterns indicate a risk of money laundering or terrorist financing
- The customer is identified on a sanctions list or as a subject of law enforcement interest
- The customer refuses to provide required information or documentation
Where an account is restricted or closed on AML or KYC grounds, Club Regent Casino will act in accordance with applicable legal obligations, which may include retaining funds and reporting the matter to FINTRAC or other competent authorities.
9. Amendments
This policy is reviewed on a regular basis to ensure consistency with applicable legislation, FINTRAC guidance, and provincial regulatory requirements. Amendments to this policy take effect upon publication. Continued use of Club Regent Casino services following publication of an updated policy constitutes acceptance of the revised terms.
